Dorothy Cochran spoke at the 2nd annual All-American Memorial service, held on Sunday, May 16, 2004 at Sunset Hills in Bellevue. Although the day was overcast, Dorothy brightened spirits with her moving account of Richard’s years of service and untimely death, and how much COPS meant to the family during their time of such deep sorrow. Other speakers included the Mayor and Police Chief of Bellevue, Connie Marshall and Jim Montgomery, respectively, as well as King County Officer Faye Brooks. As part of the service, Dorothy, and family members laid a wreath at the base of the memorial."
